Council Finance 


The Parish Council’s main income is via the precept (a mandatory demand) issued on Basingstoke & Deane Borough Council.  Under the Council Tax legislation, the precept covers the Parish Council’s needs for the ensuing financial year. This runs from 1st April to the following 31st March for all local authorities.  Basingstoke & Deane Borough Council collects the amount precepted as part of the Council Tax levied on the Council Tax payers in the parish.

At the Full Council meeting held on 22rd January it was resolved that the precept for the Financial year ending 31st March 2019 would be £30,008.

The Precept is paid in 2 installments in April and September

The Parish Council receives the following Annual grants from Basingstoke and Deane 

  • Council Tax Support Scheme £517
  • Litter Grant of £2925
  • Other Grants are available to the Parish Council and applied for a need basis 

Financial Year End 

The unaudited annual accounts for the year are presented At the Annual Parish Assembly, this is the meeting of the electorate and is held annually between 1 March and 1 June,.  The unaudited annual accounts for the year ended 31 March 2018 are available for viewing here. 

The Parish Council must complete an Annual Return, this summarises its activities for the financial year.  The Annual Return incorporates Accounting statements, Annual Governance statements, an Internal Audit report and an External Auditor's certificate and opinion. PKF Littlejohn was appointed as External Auditor to audit the annual return for 5 years from 2017/18. 

The External Auditor will set a date when local electors can ask questions about the accounts and this will be advertised on the notice boards and on the website.  The accounts and other documents will be available for inspection prior to the audit.  The exercise of public rights commences on at a date to be agreed in June  for a period of 30 days to include the first 10 working days of July. 

Additionally, once audit has been completed, the accounts (with any attached notes and the audit opinion) will be displayed on the notice boards and website for 14 days.


Rooksdown Parish Council has a budget for the award of grants. The Council can only award grants using certain legal powers; specific powers allow the Council to provide funding for specific activities or projects which the Council feels will be of benefit to Rooksdown and its residents. e.g. grants to a sport club, for a music festival or towards community celebrations of special events such as the Queen’s Diamond Jubilee. Where no other power is available, the Council may decide to use its power under Section 137 of the Local Government Act 1972, to award a grant where it feels that to do so will benefit some or all of its residents or some or all of the area. Grants to individuals and where residents of Rooksdown would not benefit are not permissible.

Grant applications are considered at Full meetings and, therefore, applications and any supporting documentation should be received by the Clerk at least 5 days before a meeting so it can be included on the agenda.

All applications must be accompanied by appropriate accounts or supporting financial information.  Forms and the supporting information must be sent to the Clerk to the Council.

Parish Meetings are generally held on the 4th Monday of the Month (except December & August) and will be held at The Community Centre from 7:30 to 10:00.
