PARISH CLERK AND RESPONSIBLE FINANCIAL OFFICER

Working hours – approximately 12.5 hours per week

The successful applicant will have a pro-active approach to fulfilling the role and excellent interpersonal skills. Outstanding administrative, communication (both written and Oral), minute taking together with IT and database competencies. They will also have a good financial and bookkeeping ability to keep accurate accounting records

Ideally applicants should be familiar with local government law and procedures and finance, and it is highly desirable that they have relevant qualifications (CiLCA) or the willingness to work towards achieving the necessary qualifications.

The clerk will be required to work from home and have his/her own transport.

Some evening and out of hours work is required.

Salary will depend on experience and qualifications

Training will be offered where appropriate

The Council operates a flexi time system, but the total hours worked would be expected to be 12.5 hours per week. The actual hours of work are related to the needs of the job and the to 12 monthly meetings and other occasional meeting during the year.

M3 Junction 6 Black Dam A30 London Road gantry installation 5 December

Please be advised that the A30 London Road will be closed both east and westbound overnight, between 10pm and 6am, on Saturday 5 December to allow the installation of an overhead sign gantry. 

At this time, road users will be diverted via the M3.  Non-motorway and local traffic will be diverted via Old Basing.

Dog Fouling Campaign - Fines for Foulers

Dog walkers are being warned that Basingstoke and Deane Borough Council  is clamping down on irresponsible dog owners who risk people’s health as well as letting their pets cause an unsightly nuisance on the borough streets and green spaces. 

Acting on residents saying clean streets are important to them, the council’s community safety patrol officers will now issue on-the-spot fines of £50 to anyone seen not clearing up after their dog whilst they are patrolling the borough. Refusal to pay the fine could land the culprit in court and even more out of pocket. 

Dog mess should be bagged and then disposed of in any general litter bin, many dog owners responsibly throw away a large proportion of this mess, but there are still owners out there who are prepared to leave their dog’s mess littered on borough streets, parks and around the countryside.

The team is also keen to promote good dog responsibility and will be patrolling the borough parks to remind dog owners that they are expected to keep their pets under proper control, are legally required to ensure they wear a collar and ID and from April 2016 all dogs over eight weeks old must be micro chipped and registered or owners risk prosecution and a £500 fine.

 

As part of the crackdown residents are being asked to contact the council if they know of someone who regularly commits this offence. You need JavaScript enabled to view it. with as much information as possible including the times of day it happens, a description of the dog and the owner. This can be done anonymously if preferred.

 

Since taking over the management of the community safety patrol officers, the council has established a programme of campaigns targeted at problem issues. This started with a crackdown on litter in Basingstoke town centre and then at the Leisure Park followed by a cigarette butt campaign and now action on other issues including dog fouling and littering in parks. 

Cabinet Member for Communities, Service Improvement and Delivery Cllr Robert Tate said: “Dog fouling is the most offensive type of litter on our streets and is constantly rated as one of the most important issues blighting their local area by the public.

“Being a responsible dog owner means cleaning up after your pet. We need to get the message across that it is every dog owners’ responsibility to pick up after their pet and put the bagged mess in a bin.”

Black Dam Roundabout - New Opening Date

Please be advised that the developers will now be fully opening Black Dam roundabout in March 2016.

It was previously planned to phase opening of the ‘half hamburger’ arrangement in November 2015. This would have maintained two lanes on most of the approach roads to the roundabout.

However, a phased opening – rather than a delayed full opening – would require further changes to the traffic management layout later, as well as a significant number of off-peak lane closures in the New Year. Traffic signals would need to be on fixed timers initially and substantial numbers of temporary signs would be required. We consider this would be confusing and less safe for road users and the workforce alike.

With shorter daylight hours and the winter holiday season approaching, it was decided with their partners in Hampshire County Council and Basingstoke and Deane Borough Council that leaving the existing traffic management system in place was the preferred option. To minimise the impact of the works on the local economy over the Christmas and New Year period, work will be suspended between Wednesday 23 December and Monday 4 January.

The utility works are now substantially complete and within their control, thus allowing them to programme the end of the works without the need to factor in third party work.  By delaying the opening of the carriageway through the roundabout, they will be able to complete construction of the new traffic lanes, install all signage, traffic signal equipment, new lighting and safety barriers. This will be safer and for all concerned and permit greater junction capacity at all times

Following the full opening of the junction, testing of the new equipment will take place, along with landscaping and minor remedial works.

Shaping Manydown: The Place and its Community

There will be a public exhibition on Saturday 14 November from 1pm to 5pm and on Sunday 15 November from 10am to 4pm to get local people’s thoughts on what has been developed through the previous workshop sessions. 12 Noon on both days has been set aside for Rooksdown/Winklebury to raise concerns. This event will be held in a heated marquee in War Memorial Park in Basingstoke.

Background:

As you may know, around 3,400 new homes have been proposed in the draft Local Plan for the northern part of Manydown. This plan is being examined by a planning inspector at public sessions at the moment. As joint owners of a 999-year lease on the land, Basingstoke and Deane Borough Council and Hampshire County Council are drawing up detailed plans should the land be designated in the adopted Local Plan.

Lead project officers for the Manydown development from our borough council and Hampshire County Council, have already visited your parish council to talk to your councillors about the project.

In early 2016 they will be running a full formal consultation programme, including exhibitions in the communities surrounding Manydown and in other public places in the borough. This will provide residents and community representatives with an opportunity to comment on the emerging masterplan before a planning application is submitted later in 2016.
