M3 Junction 6 Black Dam Improvement – full weekend closure 5-8 February
The Black Dam Roundabout will be fully closed from 10pm Friday 5 February to 5am Monday 8 February. During this period, all approaches to the roundabout will be closed with clearly signed diversion routes in place.
This closure will allow all surfacing work to be completed, along with signals, signs, safety barriers and road markings.
- A339 north and southbound
(Diversion via A339 Ringway North and A340 Ringway West) - A30 London Road east and westbound
(Diversions via M3, or B3349 and A33 for non-motorway traffic only) - A30 Ringway South east and westbound*
(Diversion via A339 Ringway North and A340 Ringway West) - M3 Spur north* and southbound
(Diversions via M3, or B3349 and A33 for non-motorway traffic only)
Please allow extra time for journeys while this work takes place.
*one lane will be open on the M3 Spur northbound to the A30 Ringway South westbound between 6am and 9pm on Saturday 6 and Sunday 7 February

M3 Junction 6 Black Dam Improvement – final phase of works
As we are approaching the final phase of the Black Dam Improvement scheme, I am writing to advise you of planned overnight closures to resurface sections of
the roundabout and approach roads. These works will be carried out between 10pm and 5am as follows:

Signed diversion routes will be in place at these times.
These resurfacing works are expected to generate noise. We will take measures to reduce this as much as possible but apologise for any disturbance caused.
In addition to the above, the Black Dam junction will be fully closed from 10pm on Friday 5 February to 5am on Monday 8 February. This will allow final work to the new carriageway to be carried out in advance of the full opening of the junction on the Monday morning. We will write to you again nearer the time to confirm details and diversion routes.
Additional tasks including landscaping will be completed using off-peak daytime lane closures and are expected to take three weeks. This will be followed by the seeding of the newly-landscaped areas which is planned for March, when temperatures will have risen to allow germination.

FED UP OF THE TRAIN COMMUTE FROM BASINGSTOKE TO LONDON?
Are you disillusioned by overcrowding on both the morning and evening train commute, along with poor customer service, inadequate parking facilities at the station and ultimately not getting value for money?
You may be aware that the Government has launched a public consultation to shape plans for future rail improvements, asking for our views on what the next operator of the South Western franchise (operating between Basingstoke and London Waterloo) should do to deliver the rail services that people want.
As a daily train commuter from Basingstoke to London, I have been approached to form a focus group to meet with Maria Miller MP Basingstoke to brainstorm what we want the rail companies to address in terms of bidding for the new franchise. PARISH CLERK AND RESPONSIBLE FINANCIAL OFFICER
Working hours – approximately 12.5 hours per week
The successful applicant will have a pro-active approach to fulfilling the role and excellent interpersonal skills. Outstanding administrative, communication (both written and Oral), minute taking together with IT and database competencies. They will also have a good financial and bookkeeping ability to keep accurate accounting records
Ideally applicants should be familiar with local government law and procedures and finance, and it is highly desirable that they have relevant qualifications (CiLCA) or the willingness to work towards achieving the necessary qualifications.
The clerk will be required to work from home and have his/her own transport.
Some evening and out of hours work is required.
Salary will depend on experience and qualifications
Training will be offered where appropriate
The Council operates a flexi time system, but the total hours worked would be expected to be 12.5 hours per week. The actual hours of work are related to the needs of the job and the to 12 monthly meetings and other occasional meeting during the year.

M3 Junction 6 Black Dam – A30 London Road gantry installation – 5 December
Please be advised that the A30 London Road will be closed both east and westbound overnight, between 10pm and 6am, on Saturday 5 December to allow the installation of an overhead sign gantry.
At this time, road users will be diverted via the M3. Non-motorway and local traffic will be diverted via Old Basing.

Black Dam Roundabout – New Opening Date
Please be advised that the developers will now be fully opening Black Dam roundabout in March 2016.
It was previously planned to phase opening of the ‘half hamburger’ arrangement in November 2015. This would have maintained two lanes on most of the approach roads to the roundabout.
However, a phased opening – rather than a delayed full opening – would require further changes to the traffic management layout later, as well as a significant number of off-peak lane closures in the New Year. Traffic signals would need to be on fixed timers initially and substantial numbers of temporary signs would be required. We consider this would be confusing and less safe for road users and the workforce alike.
With shorter daylight hours and the winter holiday season approaching, it was decided with their partners in Hampshire County Council and Basingstoke and Deane Borough Council that leaving the existing traffic management system in place was the preferred option. To minimise the impact of the works on the local economy over the Christmas and New Year period, work will be suspended between Wednesday 23 December and Monday 4 January.
The utility works are now substantially complete and within their control, thus allowing them to programme the end of the works without the need to factor in third party work. By delaying the opening of the carriageway through the roundabout, they will be able to complete construction of the new traffic lanes, install all signage, traffic signal equipment, new lighting and safety barriers. This will be safer and for all concerned and permit greater junction capacity at all times
Following the full opening of the junction, testing of the new equipment will take place, along with landscaping and minor remedial works.
